The 3-7-20 rule: how fast government must serve you

Government offices must act within 3, 7, or 20 working days under the Ease of Doing Business Act. If they miss the deadline, your request can be deemed approved.

You went to the LTO, the assessor's office, or city hall with every document on the list. You paid. Then you waited, while the clerk said "bukas na lang po" for the third time. That runaround has a name, red tape, and since 2018 there is a law that puts a clock on it.

The law behind the clock

Republic Act No. 11032, the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, amended the old Anti-Red Tape Act (Republic Act No. 9485) and gave it teeth. It covers almost every government office you deal with: national agencies, local government units, government-owned corporations, even Philippine offices abroad. If they issue a permit, license, clearance, certificate, or any approval, they are on the clock.

The 3-7-20 rule

The heart of the law is a deadline for every transaction (Section 9). Once you submit a complete application with the right documents and pay the fees, the office must act within:

- 3 working days for simple transactions, the ministerial ones that need no real judgment.
- 7 working days for complex transactions, the ones that need evaluation.
- 20 working days for highly technical applications, or anything touching public health, safety, morals, or policy.

They can extend once, for the same number of days, but only if they tell you in writing before the original deadline lapses and explain why. No quiet extensions.

## If they blow the deadline

Here is the part most people never hear about. Under the automatic approval rule (Section 10), if the office fails to approve or deny your application within the prescribed time, and you submitted complete documents and paid in full, your application is deemed approved. Your acknowledgment receipt plus the official receipt for your payment carry the same force as the actual permit or clearance. For renewals, the old license is automatically extended.

That is why you should always walk away with two things: an acknowledgment receipt showing the date and time you filed, and an official receipt for every peso you pay. They are your proof that the clock started.

## Other rules on your side

The law also requires:

- A Citizen's Charter (Section 6) posted in every office, listing the exact requirements, steps, fees, processing time, and how to complain. If a requirement or a fee is not on the charter, they cannot demand it.
- No more than three signatures on any document (Section 9). The days of chasing five signatories are over.
- A zero-contact policy (Section 7): past the initial check of your papers, staff should not be transacting with you in ways that invite areglo.
- A public assistance or complaints desk (Section 9) in every office.

When someone still gives you a hard time

Refusing a complete application, adding requirements or fees not in the charter, sitting on your papers past the deadline, refusing to issue a receipt, or working with a fixer are all violations (Section 21). The penalties are not small. A first offense means a six-month suspension for the employee. A second offense means dismissal, perpetual disqualification from public office, and one to six years in prison plus a fine of P500,000 to P2 million (Section 22). Fixing carries the heavier penalty even the first time.
