What the client says
Leave a review“What sold me was the client portal. I could see my case progress, my next appointment, and my invoice all in one place. I never had to wonder whether my lawyer forgot about me, because everything was right there.”

“We got a BIR Letter of Authority and honestly akala nako mawala na among negosyo. Kay si Atty. lawyer ug CPA man, the assessment got answered sa language nga gigamit gyud sa examiner. Na-cut down ang deficiency to a fraction of the original.”

“Selling our family land had a tax angle I didn't even know existed. Because Atty. Gascon is both a lawyer and a CPA, he caught it, computed the capital gains correctly, and structured the sale so we didn't overpay. Having one person handle both sides made a real difference.”

“The lot we inherited had a title still naa pa sa pangalan sa akong lola. Gi-buhat sa firm ang extrajudicial settlement, they paid the right taxes, ug gi-proseso ang papeles sa Registry of Deeds. We finally hold a clean title.”

“A supplier owed us a large balance and kept stalling. The firm sent the demand, secured the claim with an attachment so the assets couldn't quietly disappear, and we recovered most of it without a drawn-out trial. Practical from day one.”

“I came in to register one small company ug mibiya ko nga complete na ang books, BIR registration, ug SEC papers, parehas ra og office ang nag-ayo. Doing the legal side and the accounting side under one roof, dako gyud og time na-save namo.”

“Our SEC filings were years behind and a co-owner dispute was brewing. They cleaned up the records first, then sorted the disagreement through the by-laws without dragging us to court. Calm and methodical.”

They cleaned up two years of records, gi-ayo ang among payroll filings, and now we actually understand our own financial statements.”

“Solid work on our incorporation and good advice on the tax side. My only note is that getting a first appointment took a couple of weeks because they're clearly busy. Once we started, though, the service was excellent.”

“The process took longer than I hoped. I'd still recommend them, just be ready for government timelines.”

“They registered our brand with the IPOPHL and keep track of the renewal deadlines so we don't lose it. It took longer than I expected because of the office actions, but they explained each step and saw it through.”

“We had a small breach at our clinic and panicked. They walked us through the NPC notification window, fixed the consent forms we didn't even realize were non-compliant, and trained the staff. The follow-up letter from the Commission was routine because the paperwork was finally in order.”

“After we lost a family member we were angry and wanted to sue immediately. They read the records first and were honest about what could and could not be proven, then built the case carefully on the medical evidence. The candor mattered as much as the work.”

LAW · PRACTICE GROUP
We act for households and businesses cut off, overbilled, or accused by their electric or water utility: disconnection without proper notice, a bill that suddenly does not add up, or a charge for alleged meter tampering or differential billing. For electricity, the Magna Carta for Residential Electricity Consumers and the rules of the Energy Regulatory Commission under EPIRA, RA 9136, set what the utility must do and what you may dispute. For water, the utility's own service rules and the LWUA and NWRB framework govern. The work is practical and procedural at once, raising the complaint with the utility, taking it to the regulator where needed, and filing a civil action where the facts warrant. We are candid that no outcome is guaranteed, and we never promise one.
Led by a dual-licensed Attorney and CPA
Scope
Disconnection of electricity without the notice or the grounds the Magna Carta for Residential Electricity Consumers and the ERC rules require, and the steps to seek reconnection
Billing disputes with an electric distribution utility: estimated bills, sudden spikes, double charges, and adjustments raised first with the utility and then before the ERC under EPIRA, RA 9136
Differential billing and alleged meter tampering or illegal use of electricity (RA 7832): answering the utility's findings and contesting the computation and the penalties demanded
Water service disconnection and billing disputes with a water district or concessionaire, raised under the utility's service rules and the LWUA and NWRB framework
Refusal or delay of a new connection, transfer, or reconnection, and disputes over deposits, fees, and meter testing or replacement
Complaints filed with the distribution utility's complaints desk, escalated to the ERC for electricity or to the water regulator where the matter is not resolved
Civil action in court where warranted, including a case to question an improper disconnection or an erroneous charge and to claim what the law may allow
Demand letters and settlement with the utility where the dispute can be resolved without a full proceeding
Before you engage
When a utility disconnects you or hands you a bill you cannot explain, the first move is to gather paper, not to pay or sign anything under pressure. Keep your bills, the disconnection or demand notice, your payment receipts and reference numbers, and any photos of the meter, and write down the dates and the names of anyone you spoke with. For electricity, the Magna Carta for Residential Electricity Consumers and the ERC rules set notice periods and a way to dispute a charge before it becomes final, so deadlines matter and acting promptly helps. Whether a disconnection was improper, or a tampering or differential bill holds up, turns on the notices, the meter, and the readings, so no honest lawyer can promise a result. What the firm can do is review the papers, raise the dispute with the utility and the regulator, and take it to court where the facts warrant.
Engagement
Consultation: the firm assesses what happened and the evidence you have, checks for conflicts, and quotes a fee.
Engagement: a signed letter fixes the scope, the milestones, and the fee.
Work: a lawyer of the firm reviews your bills and notices, raises the dispute with the utility, files or escalates the complaint to the ERC or the water regulator, and brings a civil action where the facts warrant, with a written status report at each step.
Resolution and report: you receive the outcome, the papers, and a closing memo you can keep.
Reasonable prices, client first
Razonable Gascon is built for ordinary Filipinos: the highest quality of legal, tax, and accounting work at prices the masses can actually afford. Talk to the firm about a payment plan that works for you, cost should never be the reason a real problem goes unanswered.
Begin your case with a small initial payment and settle the balance on a schedule that fits your situation. No need to pay everything up front.
For qualified cases, the firm can work on a contingency basis, the professional fee is owed only if and when you actually recover.
Meritorious matters for clients who genuinely cannot pay are taken on at reduced or no fee. Access to good counsel should not depend on means.
Not sure what you can manage? Start with a free consultation and the firm will be candid about cost before you commit to anything.
Questions
Often it is not allowed. For residential service, the Magna Carta for Residential Electricity Consumers and the ERC rules require specific notice and proper grounds before a utility may disconnect, and they provide a way to seek reconnection. Whether your disconnection was improper depends on the notices the utility sent and the reason it gave, so bring those papers in. The firm will tell you honestly where your case stands and raise it with the utility and the ERC, but no one can promise how quickly service returns.
You can contest it. A charge for alleged meter tampering or illegal use of electricity under RA 7832 must rest on proper findings and a computation you are entitled to question, and you do not have to simply accept the amount demanded. The firm reviews the inspection, the meter, and the readings behind the bill, answers the utility, and takes the dispute to the ERC or to court where warranted. We cannot promise the charge will be cancelled, only that it will be tested properly.
It usually starts at the utility's own complaints desk. For electricity, an unresolved dispute is escalated to the Energy Regulatory Commission under EPIRA, RA 9136; for water, it runs through the utility's service rules and the LWUA and NWRB framework, and a civil action in court is available where the facts warrant. Timelines vary with the utility, the regulator, and the complexity of the dispute, so we set out the likely path at the start rather than quote a fixed date.
